The attention of the National Agency for the Control of AIDS has been drawn to the above-titled news piece published in your June 3, 2015 edition.
We hereby state the fact of the matter. HIV/AIDS treatment is dynamic; almost every year, better innovative ways of treatment are discovered. Once discovered, the more effective, safer and more readily available products replace the older products.
In such situations, the older medicines are expunged from the treatment guidelines. Such expunged products are withdrawn from circulation and disposed off as un-usable products. HIV treatment guidelines have been reviewed and updated several times in the last few years. This will lead to eventual expiration of older products that were withdrawn.
Since 2012, NACA has led the National Procurement and Supply Chain Management Technical Working Group for HIV/AIDS commodities. This group includes supply chain experts from the Federal Ministry of Health, NACA, the US President’s Emergency Plan for AIDS Relief and other implementing partners.
This group oversees all procurement of HIV/AIDS commodities in the country and monitors its warehousing and distribution. The commodities are pooled together, irrespective of funding sources; and distributed the same way across facilities. This has led to remarkable improvement in the HIV/AIDS commodities supply chain.
The technical working group also oversees the national quantification of HIV/AIDS commodities, and, therefore, all procurements by NACA are based on the national treatment guidelines and actual needs of facilities. These are determined through the data collected from facilities across the country.
Note that there is also adequate budgetary provision for distribution of all NACA procured commodities, and there is a supply chain management calendar drawn by the group that carries out monitoring and supervision on a quarterly basis from the centre.
Therefore, the allegation of “irrational procurement” is completely unfounded and therefore regrettable.
To be clear the chairman of the said committee, Mr. Egbuta Okibe, has denied knowledge of any budgetary allocation for the destruction of expired drugs by the health ministry.
It is not true when the reporter wrote, “When contacted, the Public Relations Officer, NACA, Mrs. Toyin Aderibigbe, responded through a text message that she would investigate the scheduled destruction and get back to our correspondent, but she had yet to do so as of the time of filing this report.”
Indeed, two officials of NACA – the PRO, Mrs. Toyin Aderibigbe; and the Head of Procurement, Mr. Bravo Otohabru – did get in touch with him, giving him the above information on May 31 and June 1, 2015.

Eagles will qualify for AFCON – Musa

Super Eagles forward, Ahmed Musa, is confident Nigeria will qualify for the 2017 Africa Cup of Nations to be hosted by Gabon.
The 2013 AFCON winners failed to defend their title when they failed to qualify for the 2015 edition as South Africa and Congo beat them to the qualification tickets.
Nigeria are in Group G of the qualifiers alongside Egypt, Tanzania and Chad.
The Eagles will face Chad in the opening group game on Saturday, but Musa knows that it could be a difficult game in Kaduna on Saturday.
“The fact that we did not qualify for the last AFCON means that we have to work harder this time because it is a tough group,” the former VVV Venlo player said on CAF website.
“Of course, we have not played against them before but we have to be confident that we can get it done. There is the possibility for us to win but we have to work hard too. We know it is going to be a tough match, being the first game of the qualifiers, but we are playing at home in Kaduna and that is an extra motivation for us because we know the fans in Kaduna will be there to support us.
“By the grace of God, I want to assure Nigerians that we are going to qualify for the next AFCON in Gabon.”

APC Threatens to Sanction Saraki & Dogara


The All Progressives Congress (APC), said the emergence of Bukola Saraki andYakubu Dogara as Senate President and Speaker of House of Representatives respectively, was totally unacceptable and treacherous.
This position is contained in a statement issued by the National Publicity Secretary of APC, Alhaji Lai Mohammed, in Abuja on Tuesday.
It said “consequently, the APC leadership is meeting in a bid to re-establish discipline in the party and mete out the necessary sanctions on all those involved in what is nothing but a monumental act of indiscipline.’’
The statement added that the election that saw the emergence of both men was the highest level of indiscipline.
It said both men were not the party’s choice as they did not win the mock elections organised by APC to choose consensus candidates to lead the 8th Assembly.
The News Agency of Nigeria (NAN), recalls that the party held mock elections on Saturday in which Sen. Ahmed Lawan and Rep. Femi Gbajabiamila emerged as candidates of the party.
The aim of the mock elections was to enable Lawan and Gbajabiamila to contest against candidates of other parties that might present candidates for the contest.
The plan was, however, thwarted as some contestants from within APC rejected the mock election results and vowed to contest against the party’s preferred candidates.
”Bukola and Dogara are not the candidates of the APC and a majority of its National Assembly members-elect for the positions of Senate President and Speaker.
”The party duly met and conducted a straw poll and candidates clearly emerged for the posts of Senate President, Deputy Senate President and Speaker of the House of Representatives, supported by a majority of all lawmakers-elect.
”All National Assembly members-elect who emerged on the platform of the party are bound by that decision. The party is supreme and its interest is superior to that of its individual members.
”It is an act of betrayal aimed to subject the party to ridicule and create obstacles for the new administration. It is an inordinate ambition and lack of discipline and loyalty.“
The party frowned at “entering into an unholy alliance with the very same people whom it, and indeed the entire country, worked hard to replace.’’
The statement described the action of such members as selling out the hard won victory of the party.
It said APC vowed to resolve the matter, using all constitutional and legal means available to it.
The party asked all its loyal lawmakers-elect to report to the Assembly to be sworn-in in order to discharge their constitutional duties.
